About ETP
The California Employment Training Panel (ETP) is the state’s premier workforce development program, funded through a special employer unemployment insurance (UI) tax. Unlike traditional programs, ETP reimburses employers or Multiple Employer Contractors (MECs) that represent a group of employers directly for training costs—helping both incumbent and unemployed workers gain valuable, job-ready skills.
Since its inception in 1982, ETP has awarded over $1 billion in training funds to California companies, empowering businesses to stay competitive through workforce excellence.
